Water services, including drinking water and wastewater, are essential for public health, environmental protection and the realisation of the human rights to water and sanitation. They also play a crucial role in strengthening Europe’s climate resilience, competitiveness and security. Yet their resilience depends increasingly on access to secure, reliable and affordable energy.
Energy security has become a growing concern for the European water sector. Rising energy costs, supply volatility and climate pressures are exposing vulnerabilities across the water cycle, from abstraction and treatment to distribution and wastewater management. Without a stable energy supply, water services cannot remain resilient.
At the same time, water services offer untapped potential to support a more resilient European energy system. Energy efficiency, energy recovery and on-site renewable generation can reduce dependence on external energy sources while supporting climate and security objectives.
Unlocking this potential requires targeted investment and innovative economic and financial instruments. With the right EU support and enabling frameworks, strengthening energy security in the water sector can become a strategic contribution to Europe’s long-term resilience and security.
